League Rules | |
DUES:
-The dues to be in the MNBL is $150 (for the 10-game, Fall season) and $200 (for the 14-game Spring season).
-ALL players must be paid in full by the start of the 3rd game. If you are not paid in full, you will NOT be allowed to play in the 3rd game or any game thereafter until your balance is paid in full. NO EXCUSES NO EXCEPTIONS. THIS RULE WILL BE STRICTLY ENFORCED
TIME:
-Two 22 minutes halves. Running time, EXCEPT: a) Technical Fouls (the clock will resume either by the inbound (after the two technical foul shots), or, if a shooting foul was called as well, at the start of the foul shots, which take place AFTER the technical foul shots); b) Last 4 minutes of 2nd half; c) Timeouts (which lasts 20 seconds); d) Halftime (which lasts 1 minute); e) Referee Timeout (i.e. - injured player, scoreboard discrepency, etc...); or,
f) When a timeout is called after a foul, the clock does not restart until either the last shot is missed (at a rebound) or the ball is inbounded (this rule applies to both the first and second half).
STARTING THE GAME:
-The first game is scheduled to start at 8:30pm SHARP. The clock and the game will start at 8:35. As long as one team has at least 4 players, the game will begin. If the other team has even only 1 player, it will be a 4 (or 5) on 1. If the other team does not have even 1 player, they will forfeit the game as of 8:45. If the teams are unbalanced and there are temporary replacement players of equal or lesser quality (draft round not important), and the opposing captain permits such replacements, the replacement players can play until the missing teammate(s) arrive (if there is an argument with who can replace, the commissioners will have the final say).
-The same rules above will apply to the 2nd game, except, the second game will start 5 minutes after the conclusion of the 1st game, but not before 9:30pm.<.
DURING PLAY:
-Offensive team has 10 seconds to cross over half court, or else there will be a “10 second violation."
-Backcourt line is the half court line (yellow line).
-There will be a 24-second Shot Clock only for the last 4 minutes of the 2nd half. The shot clock will be reset (to 24 seconds) on: a) A change of possession; b) A kick ball (on the defense); c) A defensive foul; or, d) A shot hitting the rim (or resulting in a basket).
-Each team will have 2 time-outs in the 1st half & 3 in the 2nd half.
-Half court inbounding will be the result of a timeout called ONLY with-in the last 4 minutes of the second half.
REPLACEMENTS:
-A team missing only one player must field the remaining five. If that player is the team's "Franchise Player," they can acquire a replacement player of equal or lesser quality, pending aprooval of the opposing team's captain (replacement players should be chosen from existing league members, HOWEVER, a replacement may be taken from outside of the league, if circumstances are warrented (i.e. - there are no suitable players in the league, or it is known how this player plays and it is agreed he is not better than the missing player) and approved by the commissioners). If both captains cannot agree on a replacement player, the commissioners will make the final decision. Franchise Players MUST be choosen prior to the 8:30pm game, of Week #1. If a team's Captain does not inform any of the commissioners by that time who his choice for Franchise Player is, that team's 1st round Draft Pick automatically becomes their Franchise Player.
-A team missing 2 or more players must be able to field five players by finding replacements of equal or lesser quality, pending approval of the opposing team's captain. If both captains cannot agree on a replacement player(s), the commissioners will make the final decision.
-If a team is missing their "Franchise Player" AND another player, they can only replace ONE of the players. They are allowed to choose which of their missing players they will replace (i.e. - the better one)...(For example: if a team is missing a #1 & #5 player, they can replace their #1 only, even if their #5 is their "Franchise Player." If a team is missing their #1, #3, & #5, they can only replace their #1 & #3).
-If someone gets injured, they cannot be replaced, unless:
a) It is a permanent injury, requiring them to leave for the remainder of the season (no coming back THAT season, unless it is to replace a different injured player on any of the 8 teams).
Note: If the injury in a broken bone or surgery, and the commissioners feel it is physically possible for the injured player to be healed enough to return to the league before the end of the season (or for the Playoffs), without a major significant amount of games missed, with the permission of that Team's Captain, the injured player will be allowed to stay in the league, and that team WILL be allowed to replace the injured player for every game missed with another similar or worse player from the league, even if the injured player is not the franchise player and/or the team has 5 players coming to the game; or,
b) Your team has 5 players that night & the injury makes it 4. In this situation, you can replace the injured player only for that game (keeping in mind the rules for replacements listed above).
-If the injured player being replaced or a player that is being traded, was that team's Franchise Player, this team can now choose a NEW franchise player. They must chose this new Franchise Player BEFORE the new player starts playing his first game. If not, the new player automatically becomes the Franchise Player for that team.
-During the Playoffs and Finals, each team is allowed to field 6 men, even if they are missing a player, and that player is NOT their franchise player.
ABSENCES:
-Players are only allowed to miss 2 games a season. If a player misses a third game, he cannot be replaced and that team must play with only 5 players (even if that player is the Frankchise player). In addition, if a team is missing 2 players for a game and one of the players missing has already missed his 2 allotted games, you must play with 4 players, unless the other player missing is your franchise player and he (your Franchise player) has not yet missed 2 games (then you ARE allowed to replace your Franchise player and play with 5 players).
FOULS:
-Five players in total (2 on one side, 3 on the other) are allowed to stand on the sides of the box (2 offensive players and 3 defensive players). The first position on both sides of the box will remain empty. The team on defense MUST provide at least 2 players (1 on each side) in the first available position (2nd closest to the basket). If any of those two positions are empty, it is a violation and will result in the offense being allowed to re-shoot the shot if it missed.
-The shooter has 10 seconds from when he recieves the ball from the referee, to shoot. If he fails to do so, he will be charged with a delay of game, and lose that shot. If it is a 1-and-1, the opposing team regains possession.
-A player is disqualified on their 6th personal foul (a Technical foul is NOT a personal foul but IS a team foul) except if a team doesn’t have a replacement for him (this applies EVEN if a team member left the game or got injured, i.e. - the 6th player fouled out and left the gym, then another player fouled out...). If so, the player will remain in the game, and each subsequent foul by that player will result in a 2 shot foul (regardless of whether in the act of shooting or not, thus, if that team is already shooting 1-and-1 (or double bonus), they do NOT shoot both the 1-and-1 and then 2 technical shots, they only shoot the 2 technical shots and regain possession of the ball). The opposing team will get two free throws (shot by any player) and possession of the ball. This is only IF the technical foul was called due to the player being over his limit (6), and there is not a 6th player to replace him. If the technical foul was called due to any other reason (flagrant foul, see below), and the foul took place against a shot attempt, the offensive team shoots 2 free throws for the technical (these 2 shots can be taken by any player on the offensive team), then 2 free throws for the foul (the fouled player shoots), and then regain possession of the ball (as stated above, the clock will start (if before the last 4 minutes of the 2nd half) once the player who got failed, has the ball in his hands abotu to shoot the 2 free throws for the reg/shooting foul).
-If 2 members of a team foul out, the player who fouled out second can continue play but the team will be charged with a 2 shot foul for each foul committed by that player (regardless of whether in the act of shooting or not). Players on a team who have not fouled out must be in the game (if others have fouled out).
-A Flagrant foul is considered a technical foul in all respects and will result in the opposing team shooting two technical foul shots (by any member of the team), and retain possession of the ball. If the flagrant foul was committed against a player taking a shot, that player will shoot 2 free throws, then any member of that team will shoot two technical shots and they will regain possession of the ball.
-Teams shoot 1-and-1 on the 7th team foul and 2 shots on the 10th team foul and all fouls thereafter.
TECHNICALS:
-A foul away from the ball, is a technical foul ONLY in the last 4 minutes of the second half.
-If a player knocks the ball out of an inbounder's hands while the inbounder is trying to inbound the ball (and the ball is still in his hand), it will result in a techinical foul.
-A technical foul on a player will result in two shots & possession of the ball for the opposing team.
-If you receive 2 technicals, you are automatically ejected from the game and you don't have someone substitute in for you (even if that results in your team only having 4 players left).
-The referee can eject any player at any time (no matter if that player has a technical foul against them in the game yet or not) if said player does something that the referee feels is deserving of an ejection. The comissioners will support and uphold such a call by the referee.
SCORE KEEPING:
-We will make every effort to ensure there will be a scorekeeper to take care of both the stats and the flip score. If at any point DURING the game, there is a discrepency between the stats sheet and the flip score, the STATS SHEET rules. Once the game is over, whatever score is on the flip score (assuming the "flipper" finished flipping all points), is the FINAL score in the game, no matter what the stats say (unless the losing team's Captain, i.e. the Team Captain whose team is hurt by the change agrees to the loss/change).
-When there is 4 minutes left to the second half (the game), the first available time to check the score (the first whistle/stop of play), the Captain on either team is responsible to request a score check. It is also the Captain's responsibility to keep track and make sure when the 4-minute mark starts (although every effort will be made by the scorekeeper to announce when the 4-minute mark is reached, but if they forget, it is no excuse to allow this rule to bend). If the Captains forget, the score will only be allowed to be checked (after the 4-minute mark and only before the 2-minute mark), if BOTH Captains agree. If there is STILL some debate as to whether the score is accurate after the 4-minute mark but BEFORE the 2-minute mark and a SECOND check is requested, this will be allowed even if both Captains do not agree (BUT, only if there was a first 4-minute mark check). No more than 2 checks will be allowed in the final 4 minutes (even if the 2-minute mark has not yet been reached). This second check can only take place UP TO the 2-minute mark (and even if it is realized with the second check, that the first check was inaccurate). Once the game clock reaches 2-minutes or less, no score checking will be permitted (thus, in order to make a second check, a Captain may need to call a time out, if no stop of play will happen before the 2-minute mark). This rule is subject to the discretion of the commissioners (for example, if it is blatantly clear, without a shadow of a doubt, that the score keeper screwed up and there is no doubt what so ever what the correct score is, the commissioners can adjust the score accordingly). This will only take place DURING the game. Once the game ends, whatever score is on the flip score, IS the final score.
-It is NOT the responsibility of the score keeper to inform a player/capatain/team when they are nearing their foul limits. If someone is fouled out and did not know that he was in foul trouble, it is his own fault and will be ejected from the game.
TAUNTING:
-Taunting can be defined as a player (whether playing in the game or waiting to be sub'd in) who maliciously says, or physically does, anything that is soley to enrage another player or team. This is more than cheering or being overly joyous with a win, point, shot block or a referee call. Taunting is when you cross the line. This includes playing extremely rough, due to a call by the referee or in retaliation of another player or team's actions or words.
-Any player that taunts another player or team, will, at the referees' discretion, get a warning. The referees are being entrusted by the commissioners to use their professional judgement. The commissioners will NOT second guess the referee's "Taunting" call (so if you think you will be called on it, DON'T do it!).
-The second occurance will result in a technical foul (see procedures for TECHNICALS above).
-A third occurance will result in an automatic ejection from the game. Once ejected, if the referee determines that the player is continuing to be a problem, that player may be suspended for one game, as per the commissioners.
-If a player on the sidelines, whose team is not playing in the game, is taunting a player on the court, the referee may eject him from the gym, if he feels the taunter is getting out of hand. If this player does not leave the gym, he can be (at the commissioners' discretion) be suspended for one game.
-The referee has the "first and final" say on whether a player has violated the taunting rule or not. The purpose of this rule is to ensure that everyone plays safe and has a good time.
FIGHTING:
-If a player fights, he can be automatically ejected from that game and possibly suspended for at least one game (maybe more, depending on the circumstances). It is the commissioners' discretion to determine what constitutes a fight, who will be punished, and the severity of the punishment. The commissioners have the final word on suspensions.
OVERTIME:
1. Overtime will run 4 minutes. 2. Each team will have 1 additional time-out from the time-outs carried over from regulation. The clock will run for the first 2 minutes. The 24 seconds clock will run for the last 2 minutes of the overtime. Team fouls will be added to the 2nd half team fouls.
-If both team captains agree not to continue the game in overtime, they can end the game as a tie for both teams. This decision however, must be approved by a majority of the commissioners.
JERSEYS:
-Players must wear an MNBL team jersey (or at the very least, a jersey with a number on it). Failure to do so can, at the commissioners' discretion, result in that player not being allowed to play or to incure personal, team and/or technical fouls. The HOME team wears Light/White colored jerseys and the AWAY team wears Dark/Blue colored jerseys.
TRADES:
-The trade deadline is 1 minute prior to the start of the 8:30pm game of the week/game immediately before the half way point of the season (thus, in a 10-game season, the trade must be prior to the 8:30pm game of the 5th week/game...and in a 14-game season the trade must be done prior to the 8:30pm game of the 7th week/game).
-In order for a trade to be processed, a majority of the commissioners must approve it, as well as at least 3 non-involved Captains. No notice of the trade deadline must be given, and thus lack of notice is not cause for this rule to be extended.
-Captains cannot trade themselves. They can however trade all of their remaining 5 players to another team.
-If a captain would like to trade himself for a non-captain, he must first relinquish his title as captain by having another teammate currently on his team assume the captain responsibilities. Then he can be traded to another team for a non-captain player. Once he relinquishes his title for the purposes of being traded, the new Captain does not have the authority to cancel the trade without the permission of the relinquished captain.
PLAYOFFS:
-The top 4 teams advance to the playoffs. The 1st place team plays against the 4th place team and the 2nd place team plays against the 3rd place team.
-Tie Breakers: The tie breaker rules for 2-way and 3-way ties are the same: a) Head-to-head (if 3 teams are involved, you look at each team's total record against the other 2 teams); if still even then, b) Record vs. the playoff teams (starting with the first place team, continuing in descending order); if still even then, c) A 4-minute sudden death game (over-time rules apply to this game). d) In the case of a 3-way tie, each team plays the other team once, following the rules in #3 above (for a total of 3 games). Who plays who, and who plays first (and so on) will be determined by a drawing done by the head commissioner. e) If #4 fails to produce/determine the necessary teams needed to fill the playoff spots (or what place the top 4 teams end up in), a shootout consisting of all the tied teams (tied teams are those who have the same record resulting from #4), with all team members shooting, will result. One shot per team player, per round. Each hit free throw is worth 2 points. Each hit 3-point shot, is worth 3 points. The team's Captain determines where each of his individual players will shoot from (either free throw or 3-point shot). He can have as many or as little shooter from any of the two spots as he wants. If a 3-point shot is chosen, it must be taken from the top of the rim. The first team to win a round, wins (and so on, until all playoff spots are filled). f)Although a win via a forfeit counts as a win for standing purposes (what place your in), but it will NOT count as a win for tie breaker purposes. So, if Team A is 10-4, and Team B is 10-4, you look at their record against the #1 team (Team C) to determine which team is higher in the standings. If Team A went 1-1 against the Team C (they lost once and they won via a forfeit) and team B went 1-1 against the Team C (and actually played both games), then the win for Team A is not counted and their record against Team C is 0-1 = 0% and Team B's record against Team C is 1-1 = 50% and thus Team B would be higher than Team A in the standings.
TROPHIES:
-Trophies will be awarded at our bi-annual awards ceremony, which may or may not be folowed by the draft for the next season. Trophies will be awarded in the following categories (eligibility is based only on regular season stats, except the MVP trophy, which also takes into account Playoffs and/or Finals performances): a) Scoring - For the player with the highest scoring average; b) Rebounds - For the player with the highest rebound average; c) Assists - For the player with the highest assist average; d) Shooting % - For the player with the best shooting percentage (to be decided by the commissioners, taking into account the amount of games played and the amount of attempts made per game); e) 3 Point % - For the player with the best 3 point percentage (to be decided by the commissioners, taking into account the amount of games played and the amount of attempts made per game); f) M.V.P. - For the player who is the league's most valuable player for that season (to be decided by the commissioners, taking into account all the stats and the players' contribution to his team's success).
-In order to qualify for a trophy, you must have played at least one game more than half of the games in that season (in a 14 game season, you must have had to play at least 8 games, and in a 10 game season, you must have had to play at least 6 games).
-Trophy awardees are decided by the comissioners at their discretion (with the Head Commissioner having final say). Even if one person clearly leads a chategory (i.e. - Points Scored), if the commissioners decide that he did not play enough games, for example (even though he DID play the minimum required (6 or 8), they can give the trophy to the next player on the list (or any player they deem worthy of the trophy). Or, if a player does not shoot enough attemps for either the Shooting % trophy or the 3pt % trophy, the commissioners can give the trophy to the next player on the list (or any player they deem worthy of the trophy). On the same note, if a player gets injured with only a few games left to the season, even though he is no longer in the league at the end of the season, at the commissioners' discretion, they can award him a trophy.
LATENESS & FAILURE TO PAY DUES:
-Any player, who is habitually late and/or misses a lot of games (without giving his captain a heads up) and/or fails to pay the league dues by the 3rd week of the season, may (will most probably) not be asked to return for subsequent seasons.
